Risk-led refresher decisions

Refresher training should respond to what the employer observes and what has changed. A date on a certificate is useful evidence, but it is not a substitute for supervision and risk assessment.

Common triggers for refresher training

  • An accident, near miss, property damage or loss of load.
  • Unsafe habits identified through observation or supervision.
  • A change to the workplace, traffic plan, loads, attachments or operating conditions.
  • A long period without using the truck.
  • Moving to a different machine where conversion training is not required but skills need reinforcing.
  • A formal employer or training-scheme review point.

Is there a fixed legal expiry date?

No. HSE guidance does not set a single legal expiry date for lift-truck refresher training or formal reassessment. Employers should monitor operators and provide further training when it is needed. HSE notes that some employers choose an automatic refresher or retest interval, for example every three to five years, but performance still needs monitoring because extra training may be required sooner.

Refresher, conversion or familiarisation?

These are not interchangeable. Refresher training is intended to restore or reinforce competence on a truck category the operator has already been trained to use. Conversion training may be required when moving to a different type of lift truck or significantly different handling equipment. Familiarisation covers the employer’s particular truck controls, attachments, loads, routes, racking and local rules after the underlying training requirement has been met.

Refresher training FAQs

Should we wait until a certificate reaches three or five years?

No. If supervision identifies unsafe practice, or an incident, long gap in use or workplace change raises concerns, the employer should respond when the need is identified rather than waiting for a diary date.

Can an experienced operator simply take a one-day refresher?

Only when their previous training and retained competence support that route. If the evidence is weak or the foundation skills have deteriorated significantly, a different training route may be more appropriate.

When a one-day refresher may not be enough

A typical refresher assumes the candidate was previously trained and retains the foundation skills for that truck. If evidence is missing, competence has significantly deteriorated, or the operator is changing category, an experienced-operator, conversion or novice programme may be required.

What to record

  • The reason training was triggered and the machine category involved.
  • Previous training evidence and recent operating experience.
  • Topics and practical tasks covered.
  • Theory and practical assessment results.
  • Any workplace familiarisation or supervision actions still required.
