VNA emergency planning
A VNA truck can fail with an operator elevated, a load raised or the forks engaged in racking. The rescue plan must consider the exact machine and aisle—not assume that lowering is always immediately possible.
Start with the manufacturer’s procedure
Identify the emergency-lowering or manual-descent system for the exact truck. Keep the instructions accessible, make sure designated people know their role and confirm that the controls can be reached safely. Different VNA designs have different interlocks, override procedures and access arrangements.
The difficult scenario: forks engaged in racking
If forks, attachment or load are engaged with the rack, simply attempting to lower the operator compartment or mast may be unsafe or mechanically prevented. The plan should consider how the truck will be isolated, how the aisle will be secured, how the load and racking condition will be assessed, and when manufacturer or specialist recovery support is required.
No one should improvise by climbing racking, entering beneath a raised load or defeating safety systems. Recovery priorities must not create a second casualty.

Elements of a site-specific plan
- Immediate stop, isolation and exclusion of other traffic from the aisle.
- Reliable communication with the stranded operator.
- Identification of the fault, operator position, fork/load position and rack condition.
- Named competent personnel authorised to use emergency-lowering controls.
- Safe access to controls and any required rescue or fall-protection equipment.
- Escalation contacts for maintenance, manufacturer support and emergency services.
- Control of suspended or unstable loads and damaged racking.
- Post-event quarantine, inspection and reporting before return to service.
Practise without creating risk
Brief and test the plan under controlled conditions. A desk exercise can expose missing phone numbers or unclear responsibilities; a practical drill should only be designed and supervised by competent people using the manufacturer’s guidance.
Emergency planning is part of the work-at-height risk
Where the VNA operating position is elevated, emergency and rescue arrangements need to be considered before the work starts. HSE work-at-height guidance says rescue should be planned rather than relying entirely on the emergency services. The site therefore needs a realistic method for foreseeable failures, people who understand the plan and access to the equipment or specialist support identified by the risk assessment.
That does not mean every workplace should attempt the same rescue method. Truck design, aisle guidance, lift height, racking, the position of the forks or load and the condition of the machine can all change what is safe.
VNA rescue-planning FAQs
Is a manual-descent control a complete rescue plan?
No. It is an important part of the machine’s emergency arrangements, but the plan must also consider situations where the truck cannot descend normally, access is restricted or the forks, load or attachment remain engaged with the racking.
Can the site simply call the fire service?
Emergency services may form part of escalation, but HSE guidance says workplace rescue planning should not rely entirely on them. Foreseeable emergencies should be planned in advance.
When should the plan be reviewed?
Review it when the truck, aisle, racking, operating method or rescue equipment changes, and after a drill, breakdown or incident exposes a weakness in the arrangements.
